6:07pm: Call to order.
Secretary's Report: A motion to approve the minutes of the October meeting of GSCAS was made, seconded, and carried unanimously.
Funding Proposal: Razel Solow requested $695 to help fund Hector Feliciano to come and speak as the Bayly Art Museum's "Blizzrd" lecturer. He would discuss his work on the French government and World War Two art belonging to Jewish families. A motion was made to fund the full amount, but with the conditions that Grad Council be mentioned in all publicity, that no more than $100 go to public relations, and that the event be publicized to grad students over e- mail (by sending e-mail to Julie Theoret, President, who can disseminate the message to department representatives, who can send the message to their departments). This motion was seconded and carried unanimously
Treasurer's Report: Bill Murad (Classics), Treasurer, reported:

REQUESTS FOR THIS MEETING:
Funding Proposal: Representatives of the German/History Conference reported that there are now 33 out-of-area abstracts which have arrived--there were only 15 at the time the funding proposal was sent. Discussion centered around how much to allow for travel expenses for these out-of-area presenters. (Not all out-of-area abstracts will be accepted.) A motion was made to fund at an additional $825, for a total of $1725. This motion was seconded and carried unanimously.
A representative of the English Department Conference reported that the total budget of the conference is $7800, most of which is designated for the honorarium to Professor Harold Bloom, the keynote speaker. Grad Council was asked to cover operating costs, such as publicity, food, etcetera. Discussion of the request centered around the recent policy of not funding any food at all (aside from the pizza for Grad Council reps). A recommendation was made that the English Conference seek funding from other sources. A motion was made and seconded to fund at $800. Another motion was made and seconded to fund at $1100. Of this amount, $650 would go to publicity, $50 to office supplies, $100 to correspondence, $300 to travel. The motion to fund at $1100 was carried by a vote of 8-2.
Kathy Nixon, the organizer of Grad Council's Publishing Forum, was not present; but a motion was made, seconded, and carried unanimously (with one abstention) to fund the Publishing Forum at $1200.
The council then discussed the Office of Research Administration, located on the 4th floor of Cabell Hall. It was agreed that we will make a link on the Grad Council web page to this office's web page.
The council then discussed whether or not a request for funds from lgbt (the Lesbian, Gay, Bisexual, and Transgendered Association) would be admissible. A motion was made not to consider funding requests unless made by a grad student. This motion was seconded and carried by a vote of 9-1.
President's Report: Julie Theoret (Math), President, reported that more NAGPS information will be placed in Alderman library.
There's a daycare center in the hospital for grad students.
The suggestion was made that we include information about daycare in the new grad student orientation.
We discussed the upcoming elections. It's difficult to find out the procedures, not to mention finding candidates for office.
The Declaration wants to publish a central list of lectures and colloquia every week. A suggestion was made that we also create a web page with these lectures and colloquia.
Salary committee business was skipped, as not all members were present.
Bar night at Orbit will take place Wednesday, February 4.
The tax speakers are coming Tuesday, February 3.
