Next Meeting - Friday, April 3, 2009

The next meeting of the Virginia Tax Study Group will take place at the University of Virginia School of Law on Friday, April 3, 2009, starting at 9:30 am and ending about 5:00 pm. The meeting will be held in room WB 128 of the law school. It will be followed by cocktails and dinner at the law school.
As in the past, you may park during the day without restriction in any of the law school lots (designated D-2) but please do not park in the spaces reserved for "visitors." The usual coffee and light refreshments will be available across the hall from room WB 128 beginning about 8:30 a.m. and during the morning recess. Lunch will also be served in the law school building.
For those who wish hotel accommodations, we have reserved ten rooms in the Sponsors Executive Residence Center of the Darden School, which is across the street from the Law School, for the nights of Thursday, April 2, and Friday, April 3. If you would like accommodations for one or more of those nights, please call the Darden Gatehouse at 434-243-5000, identify yourself as a member or guest of the Virginia Tax Study Group, and give your credit card number. The price of the rooms will be $130 per night plus tax.
As you will see from the scheduled program set forth below, the opening session will be our usual "DC Panel" led by Mort Caplin, Rod DeArment, Cecily Rock, and others, who will advise on 2009 tax law developments. The remaining sessions of the program will focus on possible ways to finance the economic recovery effort and the many other preexisting government obligations.
As we did last year, the lead presenter of each session will prepare a short paper of no more than 20 pages in length introducing the issues for discussion. These papers will be circulated electronically to all members of the group during the week of March 23, 2009. As usual, we have reserved a significant amount of time for audience interaction and hope that all of you will actively participate in the program throughout the day.

DC Panel with Mort Caplin of Caplin & Drysdale, Rod DeArment of Covington & Burling, Cecily Rock of the Joint Committee on Taxation, and others who will discuss what will happen in the tax world in 2009.

Panel on environmental and energy taxes. Professor Gilbert Metcalf of the Tufts University will lead the discussion and he will be joined by Professor David Weisbach of the University of Chicago Law School and Kashi Way, legislation counsel of the Joint Committee on Taxation.
12:30 p.m. – 1:45 p.m.
Lunch in the Purcell Reading Room. Professor Michael Graetz of Yale Law School will address the group during the lunch.
2:00 p.m. – 3:30 p.m.
Panel on the corporate tax to include Professor Dan Shaviro of NYU Law School, Michael Schler of Cravath, Swaine & Moore, and Professor Ethan Yale of Georgetown Law School, who is visiting this year at Virginia.
3:30 a.m. – 3:45 pm
Break.
3:45 p.m. – 5:00 p.m.
Panel on the value-added tax. Victoria Perry of the International Monetary Fund will lead the discussion and she will be joined by Peter Merrill of PricewaterhouseCoopers.
5:15 p.m. – 8:00 p.m.
Cocktails and dinner at the law school.
